Yes Uluwatu or Tanah Lot are good but if you want something less well known but equally as good try the warungs at Balangan Beach near Jimbaran - the food is simple but excellent, (nasi goreng, mei goreng, satays and grilled seafood etc), and you have the cliffs and white sandy beach right in front of you. Very cheap prices too. Glorious sunsets add to the wonderful atmosphere - give it a try..

I think you are thinking of Echo Beach. It is a beautiful area (near Canggu) where the restaurants are on the cliff edge and look over the waves (a popular surfing spot) while the sun sets behind. There are few small restaurants here.
Alternatively, Tanah Lot has eateries along the cliff edge that allow you to watch the sunset behind the temple... or the new Rock Bar (very pricey) in Jimbaran - which is right on the cliff edge...

Bali Poincana hotel in north of Bali is nice for relax, sunset and dinner.
