In Pattaya, Thailand you would very easily find packages as per your requirements & budget accordingly. In your question you've not made it clear that this Package requirement is for Tourists going from India or from within Thailand itself. Thereafter only exact things can be advised to you & your friends visiting Pattaya, Thailand.

Day1 Pick up to Airport then transfer to Unico Grande Silom hotel (2rooms).
-Bangkok city tour ,Grand Palace,temple,canal tour(private)
Day2 Breakfast at hotel.
-Tranfer to Pattaya then go to visit Coral Island(with group)
Stay over night at Hotel Vista(2room)
Breakfast at hotel and spend free time.
Transfer back to Bangkok or Airport

Your friends may easily do without any "packages" as packages are for "everybody", but not for individuals!
Suggestion for Bangkok: Spend a couple of trips on the Skytrain (off the rushhours). That gives your friends an impression of the city, not hampered by the ubiquitous traffic jams, have lunch or dinner at Baiyoke 2 Tower restaurants (phantastic view over the city), and have an evening dinner cruise on the river (can be booked at River City pier). Everybody goes to Emerald Buddha Temple as it is the landmark of Bkk, however Reclining Buddha Temple (Wat Po) is nicer!
For Pattaya everything depends on your friends' interest, however I recommend half or full day tour to Ko Larn (Coral Island in the bay of Pattaya), has clean beach and still a little corals left.
