What is the history of the George Payne Irish Pub? Who was George Payne? Was he in Spain in the 1800's.?

As far as I know, it's not a historical bar at all. It's just one of the many tourist Irish pubs in Barcelona, settled up to look kind of old - but it's fake old unless they have preserved some decoration of a previous shop or café. I haven't been there, so I can't tell.

George Payne must be someone related to the Irish history, but I'm afraid I'm a specialist in my land and I don't know much about other European countries.
