I like Garibaldi's, though it's on the upper end of "moderate", and in Oakland I believe

Trattoria La Siciliana up on College Ave in Elmwood has good pasta. I'm a fan of Venezia on University as well, really nice owner and a fun ambience. Riva Cucina is also supposed to be fantastic but may be slightly more expensive. If you can make it over to the Temescal area of Oakland (near the Berkeley border), Pizzaiolo is a must!
