hi
every time of the year is the right time to visit Berlin = )
But it's far more beautiful in Spring and Summer.
I'd say April-September is the best time!
It's a cheap city to spend time in. Amsterdam, Paris or Rome are much more exprensive.
There are lots of Hostels and Hotels offering cheap and beatuful rooms with a cool atmosphere!
There are internationally known museums, some of them are must-sees:
Museum Island / Museum Insel
Pergamon Museum
with spectacular exhibits like the Pergamon altar, or the Ishtar Portal.
the Alte Museum, Nationalgalerie, the Historic Museum are all great.
If you're into art check out "Hamburger Bahnhof" an important modern art museum
Right now there's an interesting retrospective of Gerhard Richter at the "Neue Nationalgalerie"
Enjoy your trip!

The best time to visit Berlin are definitely Spring and Summer. Winters can be awfully cold with lots of snow (not las winter). Spending time in Berlin is really cheap compared to other European cities. Even high class hotels offer very good rates if you avoid periods with international fairs (i.e.: Berlinale, ITB, Fashoin Week). Berlin claims to have more museums than rain days. The choise is wide from world known historic museums (some of the are clustered at the "Museum Island" in the city center to small but worth looking at places like the hamp museum, etc. Hope will visit and enjoy your stay !
