The best one in English, albeit it expensive, is Authors in the Zona G, Rosales. Otherwise you can look around and got to the Fondo Mixto de Promocion in the Centro Cultura Gabriel Garcia Marquez on the Calle 12 in the Candelaria for a huge selection of books in Sppanish, some good ones in English and possibly the best resource for latin american literature as well as books on politics and society of Colombia and the region. For more general options the Libraria Lerner on the Avenida Jimenez and the Libraria Nacional (found in various locations) are decent enough. If you wander around the Centro, for instance the Calle 16 below the Septima you'll find a whole street of second hand bookstores and equally so in the more residential areas of Chapinero.
