Intercash and Exclusive Change - http://www.exclusive.hu/ - have the best rates, these rates are way above the street rates, but offer much safer change procedures.
Try to avoid the downtown arabic "changemoney?" people as changing money on the street from hand to hand is often dangerous.
Not because the guys would rob you.
They are living in Budapest for ages, would not risk a hoax.
The risk is the criminals that often observe these street transactions and rob you later.
Never change in hotels, or at the airport.
If you decide to withdraw money from a money teller, hundreds are available citywide.

I would advise you to use a changing office, as they have the best rates, don't charge commission, and are quicker than a bank. The rates are clearly displayed outside the office. Avoid the ones in the airport or the stations, the best I found were just outside Nyugati station next to the Alexandra bookshop. Check the rates first, compare them before you decide. You can use a credit or debit card in shops or at an ATM. Don't bring traveller's cheques, as they are difficult to change and the rates are very poor.

Use only changes offices, they have the best rates and they are safe. Never try to change from people on the street

Hell no!! Forget about the airport!!The rate is very-very bad.If you arrive without any Hungarian Forints then change the minimum what is enough to get into the city. Don't change at railway stations or shopping malls - the rate is very low.Changing offices offer much better deal and there's no comission - and they are safe. Changing office opposite Nyugati (western) Rlwy station is pretty fair, but if you just keep walking along that busy boluevard you'll find several changing offices as this is the heart of the city.

You've got all the info you may need from the others already. However I'd recommend to avoid change offices in the heart of Downtown though, because they may charge you an unfriendly commission. But you can find change offices all over in the city. Best to use your card for payment, cash withdrawal, millions of ATMs are all over. Using cab I recommend City Taxi, you can use your card in all of their cars too.
From the airport you need HUF only if you'd use public transportation, otherwise shuttle or taxi can be paid by card too.

At the airport, train and bus stations I dont recommend you, because the rate is not good. In every big mall you can find official place where you can change money. Even at the main streets of Budapest (körút, Váci utca) you can find reliable money change shops.

Change Money places downtown of Budapest. However check out the commission info and the rates carefully. The best rate applies if you change big banknotes only..
