For example, on "puerto madero" and also on the touristic area near "microcentro", you have http://cigarpoint.net/
Not far from there you'll find the "Alvear Palace" hotel, there is a cigar bar in there.

No, in BA city there is a law that said is not alow smoking indoors

there are few places with smoking areas in larges resto there are special places for smoking even if law says you cant smoke in public closed areas in some bars and discos you may smoke inside
