It is a safe area, one of the better parts of dublin overall and about the best that is so close to the city centre. As with much of Dublin its completely safe as long as you are able to spot and avoid the kind of people who make anywhere less safe. I have never had any trouble in rathmines even when walking back into the city centre after midnight.
