of course it is save to travel in germany - just it is in your country!
my advise to you - try to speak to people that are dressed in a proper way (clean, jeans, t-shirt or suit - not dirty or torn). if you don't you might get beggars or others that you might not want to meet. most people do speak english but try to catch those that look more educated. always meet at public places or try not to go with a person to a an area of a town that looks empty or lost. just use your common sense buddy and you will enjoy our country. best time to go is may til september. check out the web at http://stadtfuehrungen.duesseldorf-tourismus.de/ which is also in english where you will find plenty of things to do in and around the city. i don't know your taste but do remember dusseldorf is not a cheap city but you can buy cheap if you just open your eyes and ask people where to find stuff!
