Staying in the Bentota area the best rates you will get 100% sure at the official money changers of "Royal Pharmay" right opposite of the Aluthgama fish market. The pharmacy is running by muslims and they will give the actual rate shown in the internet. Do not change your money on the banc. They will ask too much commissions.
