It has always been a great place specially During Christmas with the sale for special prices in the sense of shopping for Kuala Lumpur.
and for the Tourists I would say Arab season which is summer is the time Malaysia has most tourists. other wise I can say chinese New year is great too which is in the Midd of February, well anyways I love the islands personaly and shopping doesnt sattisfy me, so I would suggest you to visit tioman island, btw before you go to Tioman also you may do your researches, in the Map might not be big but which part to go there is quiet confusing. do a google to find out which part of it might be more interesting for you.

i would say its a very minimal celebration as the biggest population here in Malaysia is Muslim but any festive season is everyone's festival! The city will not be busy at this time, if you're the type who doesnt like "city" busy, it would be a better time to stroll down the city.
Or maybe you can visit an island here. We have world class island here in Malaysia. I've been to thailand as they're known with their island but comparing to ours, we're far off better!lol. I suggest you go to Pulau Rawa in Johor, it was a private island before this but now they're open for people to stay. the beach is crystal clear with white sand.Its beautiful! u wont regret going there.

Christmas day in Malaysia will be just like any other day beside interesting deco in all of the shopping malls in the city. You should spend more time to witness the new year eve celebration.
