Exactly in Bukit Bintang is not available, but by 5 minute walking from bukit bintang you might check-in in Pan Pacific Hotel. It is located exactly in front of KL Tower. The Hotel has a bar on the roof, named Luna Bar.
other option, you might go to Traders Hotel (KLCC area), it has roof bar named Sky Bar.
for Budget option, in Petaling Street. there is a hostel named alamanda hotel. the owner plan to build a bar on the roof top. you might check with the owner www.alamandahotels.com for current promotion.

There is no hotel with wine bar or lounges at top floor that located in bukit bintang, the nearest is Hotel Maya, which is in KLCC area and 5 minutes taxy to bukit bintang and they have great sky longue bar

There's none in Bukit Bintang, but there is this lovely rooftop bar called Sky Bar at Traders Hotel. It is nearby the KLCC area, which is great because as night falls, imagine chilling out wit friends at the posh roof top lounge, sipping wine while enjoying the magnificent view of the KLCC and Kuala Lumpur at night.
