"Not sure what you mean by 'toddlers'? It's a term we use in the UK for 1-3 year-olds so I'm going to assume you mean the same. London is vast so, again, I'm going to assume you mean central London....and *really* heavy rain. All toddlers love running about, splashing in puddles etc so, if you pack the right clothes, all of London's many parks and playgrounds are almost as good on rainy days as they are on dry ones. :-) Start by looking at this list of ideas from the official tourist info site: /"  See More
