- New Concept is apparently a chain of restaurants with 28 outlets in China. This one, in Monterey Park is the first American sibling of the group. Cheerful, retro interiors with bamboo décor are complemented by an attentive and courteous wait staff. The mostly-Asian crowd here ranges from hoity-toity society women to boisterous youth and families. What could they all find in common—the excellent dim sum or the traditional tea-flavored pan-fried frog? More modern fare abounds here as well: try the stuffed lotus, shrimp dumplings, shark's fin dumpling in soup, steamed abalone and delicious chunks of juicy crab and lobster meat. The place is still trying to find its bearings amid other, more sophisticated joints, but holds much promise, especially with the nine-course banquet spread on offer!
