Where can I park my rental vehicle overnight near where the cruise ship docks in Kahului? I understand the city tows a lot of vehicles.

There are actually a few spots you could park it. The easiest and closest would be across the way in one of the mall parking lots, this would be either queen ka'ahumanu or Maui mall. Lock everything up and put all valuables in your trunk or glovebox or just take them with you. Otherwise you should be all good: )
