This is one of the most solidly dependable choices in the moderately priced field. The hotel was built in 1898 by the grandfather of the present owner, Jacques Ferreyrolles. On a cliff halfway between the casino and the Palais du Prince, it boasts eight floors of rooms and lounges with sea views. The rooms are like the public rooms -- homey, immaculate, and quiet. You get comfort here but not necessarily a lot of space to spread out. Mattresses are firm, and decked with white, crisp linen. Bathrooms are small and tiled. The Balmoral is so inviting that guests often extend their stays.
