Need accommodation for a group of 50 - 70 people in Munich during last week of October Beer Fest. It is ok even its not near the Fest happening. Thanks in forward for your answers

Please tell me an approximate maximum budget per person?
Do you need transportation?
Do you need meals?
Do you need tickets to the October Fest?

Thanks for your answer. The budget per person should be around 30 euros (overnight), of course we need some launch pack or breakfast pack, we also need some additional services like city tour in Munich.
