The closest station to the outlet mall is Tokishi station on the Chou main line.
Coming from Mie, you need to take a train to Nagoya station and change there.
Tokishi station is about 45 minutes from Nagoya station. Once you are at Tokishi station, you will need to take a bus or taxi to Toki Premium Outlet. By bus it is about 15 minutes from Tokishi station. Here is the timetable:
