Best time to visit weather-wise is in autumn when it's still nice. In addition, if you time it right, you can see the beautiful color changes in the foliage. There are still many outdoor festivals and activities you can partake in. Finally, I believe there are not as many tourists as in the winter or summer.

New York City is great to visit anytime of the year. If you like cooler weather, the best months are April, May, September, October, and November. But if you like hot weather, then June, July and August is for you. But NYC always has something to entertain you, such as; in May there is the 9th Avenue Food Festival and the Washington Square Park Outdoor Art. July is the Philharmonic Orchestra outdoors in Central Park, August shows Movies Under the Stars, September in Little Italy is the San Genaro Festival, and October it's the NY Film Festival.
