Since you have not mentioned your nationality, or where you would be coming from, the safe answer would be a Yes, do carry a Passport!
If you're an American approaching the American side of the Falls from the US side, or if you're a Canadian approaching the Canadian side of the Falls from the Canada side, then of course, you wouldn't need a passport.
Otherwise, it is safer to carry your passport if you're planning to cross the US-Canada border to cross over to the other side.
PS: The Canadian side is much more fun than the US one, even though you can take the Ferry to go almost below the falls from either side.

It's a good idea to have a passport to travel across the border.
If you are already in the United States, you don't need a passport to go to Niagara Falls, NY.
Also, there is an exquisite PARK on the American side. All of the silly rides and haunted houses are on the Canadian side.
If you are there April 4, 2009, you can come to the Mickey Mouse Celebration in Buffalo, NY
