Is the Jules Verne restaurant in the Eiffel Tower any good? And does a reservation there get you past the waiting lines?

The Jules Verne restaurant is excellent but also very expensive. You avoid waiting in line because it is a separate entrance into the Eiffel Tower.

The head chef at the Jules Verne restaurant ( http://www.nileguide.com/destination/paris/restaurants/jules-verne-le/392669) is now Alain Ducasse who is one of the most celebrated chefs in France with several Michelin stars to his name, and dinner will come in at about 200 euros. It has its own lift, so no queueing. But not everyone likes Michelin-style food. You can have a more affordable meal at the 58 restaurant on the first floor. You can bypass the lift queues by booking dinner on line (www.restaurants-toureiffel.com ) but there are no lunch reservations.
