I think you may rent a boat at the Marina of Matosinhos/ Leça da Palmeira.
Matosinhos is a fishermen town very near of oporto.
I am not sure, if at Douro Azul, Ribeira-Oporto you can be able to rent too.
Just come see and ask:)
