Pop Diner now offers a great brunch for $150 pesos and all you can drink mimosas. For a great breakfast (not brunch) you can try Memo's Pancake House, Fredy Tucan's, and El Bistro.
I can't think of any other place that offers brunch, besides most of the larger hotels. You can go and enjoy brunch at any of them, even if you are not a guest.

La Palapa is on the beach in the Romantic Zone and offers brunch. Daiquiri Dick's is also in the Romantic Zone on the beach and offers brunch with live music. If you want a large hotel brunch, the Sheraton is one of the best (in the hotel zone).
