- Cactus is one of the few Mexican restaurants in Quebec City. Located in the suburb of Sainte-Foy, near Laval University, this welcoming restaurant is where business people go for lunch and university students go to have fun at night. Fajitas, chicken wings, potato skins, Burritos and Quesadillas are among the most popular items. Summer finds most folks on the popular terrace, perhaps sipping on a margarita or putting a dent in a pitcher of sangria.
