Western has a wide range. I can suggest Prive at Marina at Keppel Bay (http://www.prive.com.sg) and Dempsey Hill's House.
Japanese food: I recommend Ootoya at Orchard Central. It's where Japanese get their fix of home cooked food. Kumo (http://www.kumokaiseki.com.sg/menu.htm) is also good.

As for Japanese, you can try Ootoya at Orchard Central as suggested. Or Umami at Liang Court.

As An American n living here a long time the best Japanese food would be from area of Clarke Quay and you can also find good Western food in this area too....price point start some where around per person Sg Dollars $25.00 this doesn't includes Beer, Wine or Alcohol so if you want these thing added to your bill your looking at an extra $25.00 per person or more...There are some nice places down at Marina Bay Sand Shopping Mall.... One which I would say you should try would be South Coast... a nice romantic place over looking the Singapore River.....its base on the Australian style of food but nice place
