It depends on what you consider expensive but Orchard Road will have plenty to suit Western palettes. Fast food joints will serve up breakfast for approx S$5.
Borders Bistro at Wheelock Place opens at 9 am for coffee and sandwiches. Wheelock Place also has other places, mostly opening at 11am, but Coffee Club opens at 8 am.
The food courts at the many malls should also serve up decent breakfast for under S$5 and coffee joints such as Starbucks, Coffee Bean & Tea Leaf are all over the place.

For a good breakfast (albeit slightly more expensive that the other options you have already been given, I would head to the Mandarin Gallery (shopping mall on orchard). there are two options in here - Jones the Grocer serves good coffee, great croissants as well as eggs etc http://www.nileguide.com/destination/singapore/restaurants/jones-the-grocer/1367251
The other option is Wild Honey, great little place serving breakfasts from around the world. http://www.nileguide.com/destination/singapore/restaurants/wild-honey/1367245
