Hello!
the cheapest way to spend time in St. Petersburg is to come to any student exchange or on program that offers organization aesic, because you do not pay rent while you'll have plenty of time to entertain, as well as good student company.
If you are not a student or you just do not want to go to St. Petersburg in this way, it is easy to find the cheapest hostel on for example this site (http://www.hostelworld.com/) and come to a couple of weeks! Right now in St. Petersburg is very cold, so I do not know whether you are able to stand there a couple of weeks!=)
Better to go in the middle - late May or early June, then in St. Petersburg, employs many gardens, located in the suburbs, which are worth a look, great weather and the famous white nights! Also you'll have time to book some chip plains to Petersburg till that time!
Best regards

Come now, there is a great little hostel: loftprojectetagi.ru‎
Лиговский пр., 74, г. Санкт-Петербург, Saint Petersburg, Russia

'He who hesitates is lost'.
You might even find someone to 'put you up' for free.
Have a good trip.
