I use place on Pronksi street, usually cut by machine 3-5 mm will b left and it costs around 4-5 euros. if you come from port, jõe street will come after crossing Nara road to Pronksi and it is on the right side, around 50 meters after Narva mnt crossing. Easy to find, mens and ladies hair dresser in the same block. It is a bit old school place but does the job. Not very sure about the language but someone for sure can help.
