It will be warming up by March, but still winter coat weather. Temperatures should be above freezing, I would say 5-10C. The weather can be unpredictable - windy and wet is possible. Snow is unlikely, but if it does snow it won't be much and will quickly melt.
Bear in mind though that indoors everywhere will be warm. Much of Toronto's shopping is inside in malls, homes and offices are well heated to about 21C. Most Canadians don't wear thick sweaters, preferring long sleeve shirts and light sweaters for indoor wear during the winter. So in other words, bring a good coat, scarf, gloves and umbrella, but you probably don't need to invest in a whole new wardrobe.

Usually not. By the end of march i'd say pea coat your more than fine! And sometimes no coat at all.
