If you are coming during March and April, Vancouver Cherry Blossom Festival is from March 26~April 22. You can get the information from http://www.vcbf.ca/
I would recommend you the "Cherry Jam Downtown" (Burrard SkyTrain Station, March 31) and "Sakura Days Japan Fair"(VanDusen Botanical Garden, April 2&3).

As well, here are some great spots you must to visit:

*Seawall (from Canada Place to Standnley Park)
*Stanley Park (including Vancouver Aquarium, Raccoon Row)
*Granville Island
*Museum of Anthropology (UBC)
These places are easy to go by skytrian+bus. You can make a plan on skytrain website to get how to go. http://www.translink.ca/
Also, it would be fun to bicycle in Stanley when the weather is nice. There are some cycle rental stores at Denman Street.

*Grouse Mountain
*Capilano Suspension Bridge
*Whistler
Those will be more convenient to go with tours.
