What is "too much"?
In my opinion the best value-for-money can be found in Mestre, on the mainland. Connections with Venezia are quite good (1 bus every 5-10 min, 05:30-24:00, then some night runs, fare 1,30 €). Search around Piazza Ferretto, a small pedestrian area in the centre, the rest of town is quite ugly especially at night. In Piazza Ferretto, eat at Alla Cuccagna.
About quality, both in Venezia and in Mestre, you never know. Many hotels are old, and just rely on their location, not on their service.
