Is it ok to drive in to dc from ft. Meade and park to do tours or should I travel from ft. Meade by other means of transportation.

I'd say the most direct way to get into DC from Ft. Meade is to drive. It may not be the easiest due to DC traffic but with public transportation you might have to drive to the nearest local commuter train lot and then take the metro to wherever you're going to catch a tour. Keep in mind that the metro closes fairly early (compared to other cities) and then you'll have to take a cab (ridiculous fare) back to Ft. Meade. I have a friend who will always drive to DC because taking the train is just such a hassle.

It depends on what time of day you are traveling. Fort Meade is right on the Baltimore-Washington Parkway which has some of the worst rush hour traffic in the area. It is the most direct way to get to DC, but it could take you over an hour if you are driving during rush hour.
Your other options: Take the the MARC train (http://mta.maryland.gov/marc-train) from either the Savage Station or the Odenton Station. It's not very convenient because it only runs in the morning and afternoon.
I think it might be better to drive to the New Carollton Metro Station and take the Orange Line (www.wmata.com)
