With the continuing developments in internet and video capabilities, streaming webcams have become rather ho-hum. It is hard to say if this technology is a great way to view the world or merely an infringement on our individual privacy. For better or worse, these video peep-holes into the physical world are here to stay. Here is a collection of views of the Los Angeles area. I have screened this list for webcams that are currently working and 1) provide a stream that is updated on a fairly often basis (i.e. every couple seconds) or 2) are distinctive and cool.
These sites are active as I write this. . . . please note that this type of website does become obsolete quickly.

Many of these update at long intervals (i.e a couple of times a day), but the GUI is so nice that I want to include the webcam page at www.wundergound.com.
There are many more of these webcams out there! This list is just to give you an idea of the range of views of Los Angeles available on the internet.
