I Latina struck me as more of a bar than a restaurant, though many people go there for dinner. The crowd is young and hip and enjoy checking each other out.  The last time I was there, smoking was permitted. That may have changed in compliance with the law here. There are many bars in Guadalajara that go for a laid back look. The motif is plastic table cloths, tables and chairs. There is no acoustic control so this place is jumping. If you are driving, the bar/restaurant is on the west side of the railroad tracks on Calle Ingleterra.
